रवीश भाई, कन्हैया और मेरा सपना

कल रवीश भाई सपने में आए थे और कहने लगे, ‘वत्स उठो, जागो, कन्हैया को गरीब मानो और जब तक सभी उसे गरीब ना मान लें तब तक सबको मनाते रहो।’ 

मैं ठहरा मोटी बुद्धि का आदमी और वो भी नवाज शरीफ के देहाती औरत के जैसा। मगज में कुछ घुसा ही नहीं तो समझ कहाँ से आता। पहले तो यकीन ही नहीं हुआ मगर रवीश भाई तो साक्षात सामने खड़े मुस्करा रहे थे। झक मार कर यकीन हो चला तो मैंने सिर खुजलाते हुए पूछ मारा, ‘खैर ऊ तो ठीक है भाईजान! हम मजूर आदमी हैं आप जो कहेंगे सब करेंगे परन्तु मन में कुछ सवाल है।’ 

कमजोर बुनियाद इमारत की

जब बुनियाद ही कमजोर थी
उस इमारत की
तो गिरना ही था उसे
हवा-पानी से।
वैसे भी
कोई कहाँ टिक सका है
हवा-पानी में।

इमारत गिरनी थी
गिर ही गई
पर वजह कुछ और थी,
वैसे तो खड़ी रह सकती थी
कुछ सदी और भी।

Jet Airways: A Problem Created by Management and Regulator

Jet Airways is down however temporarily but there is a rare possibility that it would be back in the air again. It is likely that Jet Airways would have the same fate as of the Kingfisher’s. It is debt ridden and unable to even service the debt and very high operational costs, no pilots to fly its planes and hardly any plane. Lenders have already declined to offer emergency fund even after giving verbal assurance to provide with Rs 1200 crores. These circumstances make it even more difficult for Jet Airways to comeback in the air. 

मुक्कमल होने को शापित हैं

हर पीड़ा अपने आप में मुक्कमल होती है परन्तु जब वो नासूर बनकर चुपचाप रिसती चली जाती है तो वो जाने-अंजाने समय की दीवार पर एक नई कहानी लिख रही होती है जिसकी इबारतों में हमारी सांसों की स्याही अपना हुनर कुछ इस तरह दिखलाती है कि सब कुछ आँखों के सामने होता है और कुछ भी परदे से बाहर भी नहीं निकलता है। शायद जिन्दगी की तस्वीर कुछ यूँ करके ही मुक्कमल होना जानती है या फिर तस्वीरों में रंग शायद ऐसे ही भरा जाता है। या फिर हमारे दर्द का रंग चटक होकर आँखों से ओझल होना जानता है कि हम अपनी कहानियों के कुछ ऐसे पहलुओं से भी रूबरू हो सकें जो हमारे अपने लिए ही एक अचम्भा सा लगता है। कि यकीन ही नहीं होता कि कुछ ऐसे भी पहलु हैं हमारे अंतस के जिसे हमें बहुत पहले ही जान लेना चाहिए था। 

Dr. B. R. Ambedkar: A Forgotten Economist

Dr B. R. Ambedkar had published four important works in economics; three books and one research article. These publications are Administration and Finance of the East India Company, The Evolution of the Public Finance in British India, The Problem of Rupee: Its Origin and Solution and Small Holding in India and their Remedies. These works deal with the centre-state relationship, public finance, monetary economics, foreign exchange mechanism and small land holing problems in India. 

Though all the Dr. Ambedkar's views and ideas on various economic matters are not relevant today but were important in those circumstances. However even today, some of his views on small land holdings, state-centre relationship, fiscal discipline, price stability, disguised unemployment and saving in the economy are still relevant. 

जालियाँवाला बाग: नमन! शहीदों को

जालियाँवाला बाग
नमन! उन शहीदों को जिन्हें जालियाँवाला बाग में इसलिए शहीद होना पड़ा क्योंकि वे एक काले कानून का विरोध कर रहे थे जो उनसे उनका सामान्य मौलिक हक तक छीन रहा था। वे सभी हुतात्मा विरोध कर रहे थे उस धोखा का जो ब्रिटिश साम्राज्य ने भारत के साथ किया था जिसके तहत बेहतर शासन-प्रशासन व्यवस्था के बदले प्रथम विश्वयुद्ध में भारतीय सैनिक ब्रिटिश साम्राज्य के लिए लड़े थे। वे सभी काल गाल में समा गए क्योंकि वे अपने मानवाधिकारों की माँग कर रहे थे। 

जनरल डॉयर ने ये सोचकर जालियाँवाला बाग में गोली चलाने का आदेश दिया था कि उसके आदेश से ब्रिटिश साम्राज्य की दीवारें मजबूत होंगी। उसे कहाँ पता था कि ये गोलियाँ हर हिन्दुस्तानी को गहरी नींद से झकझोर कर जगा देगीं। वो पंजाब की क्रान्तिकारी आवाज को अपनी जालियाँवाला बाग की बर्बरता से सदा के लिए दबाना चाहता था पर उसने भारत नाम की हाथी को जगा दिया जिसने उस साम्राज्य को ही खत्म कर दिया जिसने भारत को हर स्तर पर कमजोर किया चाहे बात अर्थव्यवस्था की हो या फिर शिक्षा एवं विचार की।

आज सौ साल पूरे हुए हैं जालियाँवाला बाग की उस बर्बर घटना को घटे जो बताता है कि इस देश की आजादी कितनी कीमतों को चुकाने के बाद मिला है। जाने कितने ही गुमनाम चेहरे जिन्हें ना कोई जानता है और ना ही याद करता है वे इस देश की नींव में शामिल हैं। हमें याद रखना है कि ये आजादी इतनी सस्ती नहीं है कि इसे किसी भी छोटी चाह के लिए खो दें….…………………।

थोड़ा सा उसका हूँ कि बाकी हूँ पिता का;
मगर लगता था तब कुछ और ही
कि अलहदा हूँ पिता से मेरे अपने
मगर झुर्रियां मेरे भाई की
आइने में मेरी अपनी लगती हैं
कि शायद मैं मेरे पिता की

6% on Education: Would It be Possible?

EducationThe straight line about the present health of Indian economy is that it is in good shape but not free from risks. As per World Bank, the estimated nominal GDP of India in 2018 was $2.948 trillion with a GDP growth rate of more than 7%. As per interim budget presented by the government in February 2019, the total expenditure in fiscal year 2019-20 is expected to be $470 billion. 

Congress Party's manifesto promises to spend 6% of GDP on education which is about $177 billion. This is huge amount and is equivalent to 38% total central expenditure. It has surprised every stakeholder. If such amount is possible to spend, it will change the face of India far ever. And this would the best thing to happen with India. But the volume of money casts a lot of questions because for any government of a developing economy would not be if not possible but very difficult to spend 38% of its total expenditure on just one sector letting other sectors to struggle for fund and may shelving off many schemes. 

However if the manifesto claims so, there must have been a plan to do so. So it becomes imperative for the nation to know where from it will mobilize resources as it has promised so many things from NYAY to huge expenditure on healthcare. If the party can provide with a robust plan, it will clear all the doubts in the mind of nationals as well as the nation would like to question the intentions of the previous governments as why it failed to spend money to skill a billion opportunities which is now turning into mammoth challenge that is still unaddressed.
